When I run I can breath out but not in, is this asthma? Or if not, what is it?

Rest assured, that while it may seem that you may not be breathing in, you are. When doing physical exercise our lungs are required to work harder. If the lungs were not receiving any air, you would not be able to function at all. But you may be correct that this might be asthma.
Asthma is an inflammatory lung disease that causes recurring breathing problems. The only way to tell if you have asthma is if a doctor diagnoses you. Asthma cannot be cured, but with the help of a physician, a person can live a normal healthy life with full activity. Many of our Olympic athletes have asthma and with proper treatment, can compete at the highest level.
It would be very difficult to tell you if there is anything wrong with your breathing from the contents of your question. If you are worried that breathing is a problem for you - see your doctor.
