More Than Friends Or Just Friends / Question

Dear TeenHealthFX,
In the summer, I liked a boy only to find out his best friend liked me. He talked to me back then and I wasn't interested. I saw him the other day, and we started talking again. We even called each other, and I really enjoyed talking with him. I want to date him. At a basketball game, I saw him with another girl and he got mad at me for not talking to him. The only reason I didn't talk to him is because I thought he was dating her, but he said he wasn't. Yesterday, he told me he doesn't know if he wants me or her. I think he is just waiting on her because she currently has a boyfriend. I am really upset about this because I liked him and he seemed to like me. Should I tell him how I feel or just give up?
